The Netherlands are a party to the International Convention for the unification of certain rules relating to the Arrest of Sea-going Ships (the 1952 Arrest Convention). A ship flying the flag of a contracting state can be arrested for the so-called maritime claims as described in article 1 of the Arrest Convention.

If a ship is not flying the flag of a contracting state, the ship can be arrested for any claim against the owners or bareboat charterers.
